Bid Questions
Question Is there currently a program in place that provides the ability for students/residents to order fresh foods from the kitchen and pay for those foods with their commissary account? If so please provide information on this program for the following:

A. Approved menus and prices
B. Service schedules (when students/residents can order-when they are delivered)
C. Who delivers the completed orders?
D. What is the average weekly sales volume in dollars?
E. What is the current commission rate?
F. Are there any restrictions or limits for purchases?
G. Does the program allow for family and friends to also order items on the menu via phone or internet?
H. How many students/residents on average are eligible to participate in this program on any given week?
Answer The Juvenile Detention Center (JDC) does not have a commissary program. Youth do not have real money at JDC. We have items that youth purchase with virtual dollars that are earned by meeting expectations. Corrections Department purchases all of these items. There is not a responsibility of the food services vendor.

Fresh fruit is always available to the residents, there is a minimal charge for fresh fruit, typically the cost of a snack is charged for any fresh fruit the residents consume during the school day.

Question What is the starting pay for a Correctional Officer?
Answer Starting pay for Youth Correctional Advisor is $19.61 per hour

Question Is assistance from students/residents currently utilized in the kitchen? If so -

A. How many student workers are provided in the operation?
B. What are the shift times they work?
C. What tasks are they permitted to perform such as cooking, operating equipment, etc.?
D. Do they receive double portions and can the contractor bill for double portions?
Answer No, we do not have any clients/residents work in our kitchen.

Question What is the current procedure for staff meal ordering, billing, payment by staff, meal cost, etc.?
Answer The meal cost is the same as the resident meal costs, under the NSLP per KSDE, the vendor bills us weekly, and those meals are included in the Meal Count Sheet, and invoice weekly.

Employees place an order for a meal, either Grab N Go, or a Tray the residents eat, all signup sheets are posted in the hallway, across from the kitchen door, for breakfast, lunch and dinner. Signup sheets are collected two hours before each meal service, so a proper meal count can be ensured before food preparation begins

Question Please provide a copy of the current staff menus.
Answer The Grab N Go Meals for staff are served on Monday, Wednesday and Friday. They are served an entrée, Chicken Sandwich and Hamburgers, with all the fixings, Pizza, and Hot Baked Potatoes Bar, with all the fixings', typically a bag of Lays (Variety Pack) chips, veggies, with ranch dressing and a cookie.

Question How many sack lunches are required daily? Please provide the current sack lunch menu. Are there any special sack menu requirements for any groups such as work details?
Answer Sack lunches are provided for a resident or a JIAC Client, when they come in for processing after the meal has been served at meal service times. These alternate meals include a sandwich, with meat, chips, a fruit and milk. Typically the kitchen staff prepares at a minimum of 3-5 per day or as the need arises.

Question Are condiments for the meals served in bulk or packets?
Answer Due to COVID, most are served in packets, some in plastic squeeze bottles.

Question What are the meal service times for breakfast, lunch and dinner
Answer Breakfast is served at 7AM, Lunch is served at 11:45AM and dinner is served at 4:45PM.

Question How many juveniles are on special diets and what types of diets are they on? Are there any unusual requirements the vendor needs to be aware of for billing purposes (snacks, nutritional supplements, kosher diets, etc.)
Answer Currently have three residents on a Special Diet, one is on a no citrus diet, they get pears or bananas as a fruit. No oranges, or other citrus foods are allowed to this resident. One is on a No Nuts/Peanuts including sunflower seeds, which we are a nut free facility, sunflower seeds is not a nut, and we serve this in our trail mix, they are issued a substitute menu item. One other resident is on a No Seafood Diet, we serve tuna, so they are served an alternative entrée.

Question Please provide a copy of the current cycle menus in place for juveniles. What is the calorie level of the current inmate menu?
Answer The calorie count must not exceed 3000 calories per day. Please see attached to this supplement the 21-cycle menu samples.
