Johnson County, Kansas, is seeking proposals from laboratories qualified to perform drug testing services for criminal justice, juvenile justice, and treatment (juvenile and adult) programming.
Proposals for RFP No. 2023-019 Drug Testing Services shall be submitted electronically via IonWave by 2:00PM local time on July 21, 2023, at which time they will be publicly opened via Zoom Video Conferencing at the link provided in the Activities Tab.
A Pre-Proposal Conference will be held on June 30, 2023, at 2:00PM local time via Zoom Video Conferencing at the link identified in the RFP and provided in the Activities Tab. This Conference is optional and not mandatory for submitting a proposal.
Questions must be submitted via IonWave no later than 5:00PM local time on July 10, 2023, to allow adequate time to answer and issue an addendum, if needed.

Answer At this time, the County will not be extending the submission deadline. The County recommends at least five (5) business days between issuing an addendum and the submission deadline.

Question Would the County consider a laboratory that has federal Department of Health & Human Services, Centers for Medicare & Medicaid Services CLIA certification in place of SAMHSA or CAP?
Answer It is the County’s preference for the laboratory to be SAMHSA or CAP accredited, however, CLIA is also acceptable.

Question Would the County consider use of a rapid point-of-care drug test for the initial test in place of a laboratory-based test?
Answer No, laboratory-based testing must be used.

Question Would the County consider screen results within 24h of receipt at the lab (comparable to 48h from collection), with an additional 24-48h for results if confirmation is required?
Answer Yes, this is acceptable, if samples are shipped daily.

Question Please explain the 5 potential county locations under Courier Service #1 on page 7. Does this mean that staff at each location will (or may) perform their own collections in addition to those performed at the third-party collection site? If so, what is the current split of collections performed by vendors versus County staff?

588 E Santa Fe and 12425 W. 87th Street: approximately 2-3% / All other sites: 100%

Question Is the Adolescent Center for Treatment the only agency whose testing would be clinical in nature (i.e. for the diagnosis or treatment of a condition, with test requests ordered by an ordering practitioner)? In other words, all other agencies--Court Services, Diversion, and Community Corrections--would require forensic (or non-clinical) testing for compliance with their court-ordered or program-required testing?

Answer This is yet to be determined based on the price - please refer to the RFP and the scenarios presented; currently residential services will collect their own. Isp does not

Question Would the County consider performing all of their own collections and sending directly to the laboratory without a third-party collector involved?
Answer No, this is not an option. The County does not have the resources to fulfill to perform all of the collections.
