Bid Questions
Question It is noted that the RFP repeatedly states DO NOT PROVIDE PRICING AT THIS TIME in relation to rates, fees, offers and commission. We assume all publication related to rates, fees offers and commission will be discussed during the interview process and not submitted in the RFP response. Does this also apply to value of services to customer?
Answer Yes, those items should only be submitted with Form 6 in a sealed envelope should a firm be selected for interview, but still not discussed during interviews with the committee members. This also applies to items for inmates, such as section 4.1 CC a list of items should be provided but cost should not be included .

Question Will there be restricted times inmates would not have access to handheld devices in their cells?
Answer

Yes. Depending on their custody level, discipline, hours set to charge tablet. Etc. Policy and procedures have not been set yet as this is a new to our department.

Question With inmates using handheld devices in their cells, do you have a plan in place to charge these devices? In the day rooms? Via mobile carts in another location? Would electric be available for these charging units?
Answer The preference is to have a central charging station in the day room area of each module. Electric will be provided by the County once the County knows the power requirements. The County is requesting the proposing vendor provide charging options for mobile carts and in-wall fixed units or other options that may be available for charging. Question In addition to the required Inmate Banking Account Lobby Deposit Kiosk, would you allow a separate lobby deposit kiosk to receive deposits for inmate communication products?
Answer

The County prefers a single point for all deposits. However, the County would allow a vendor to explain why they would suggest a separate kiosk to receive money.

Question How do you currently handle refunds of funds transferred from an inmate's Trust Account to their PIN debit account?
Answer Inmate accounts are set up at the time of booking. The inmate will need their CFN+PIN to access the account. The funds are placed on the account and are available for the inmate ordering items off the kiosk or to make phones calls. When an inmate is released any funds left on the phone account will be released at this time. The released inmate funds are transferred to a NUMI card.

Question Does your current ITS provider or commissary provider also provide bonding services?
Answer Yes, bonding service is offered but the County is not currently using this option. See also question #12 on "Exhibit B - Questions and Answers from Walkthrough 1-18-23" in IonWave under the attachments tab.

Question Quantity of phones, visitation phones, inmate in-pod kiosks and tablets required per location?
Answer
Responding firm/vendor shall be responsible for presenting the best options to the County regarding equipment needs, a minimum has been given by the County per the RFP and answers within questions.



At minimum the following would be required for phones:





Central Booking location has 48 phones; New Century Adult Detention Center has 99 phones.






At minimum the following would be required for kiosks/video visitation:


Replacement of each kiosk will be required, t he County would prefer a minimum of 31 kiosks in total, including one (1) new kiosk that would need to be installed in medical at Central Booking.




At a minimum the following would be required for visitor video visitation:

The County does not have kiosks for inmate video visitation. Currently using in-house monitors to monitor at New Century Adult Detention Center only.

Installed is 18 monitors at New Century Adult Detention Center for visitor use, and 10 monitors for inmate use.

New Century Adult Detention Center has a total of 28 monitors (not kiosks): Modules monitor breakdown for New Century Adult Detention Center: 10A-1, 10B-1, 10C-3, 10D-3, 11A-1, 11B-1, 11C-3, 11D-1, 5C-1, 5D-1, 8A-2, 8B-3, 8C-3, 9A-1, 9B-1, 9C-1, 9D-1 ***PLEASE NOTE THIS IS NOT KIOSK, IT IS VISITATION MONITORS. None at Central Booking.



The County does not currently have tablets, this would be a 1:1 ratio for inmates.

Question 19. Regarding section 4.3.7.2 References which refers vendors to section 12 Illustrative Work: How many sets of references are required and are there two sets of criteria; one for each set? Would the County please clarify both sets of references and where they should be addressed in the response?
Answer One set of five (5) references should be submitted and may be a combination of services.

Question Based on the current infrastructure you have in place; will the winning vendor be able to use existing conduit, data cable etc?
Answer Existing cabling, wiring and conduit must remain and may be used by the awarded vendor.
