Purpose: The purpose of this request is to invite qualified respondents to submit their proposal in connection with the services of constructing a new Health Services Building. This will be a two-phase design process: Phase One will include pre-design services and Phase Two will include design and project management services. See Section 4: Scope of Services for a detailed list of services expected in each phase. This Request for Proposal requires submission of detailed information regarding project approach, resumes, illustrative work, key consultants, and additional information.
RFP Opening will be held via Zoom meeting. See the Ionwave 'Activities' tab for details.
All proposals must be submitted through Johnson County's electronic bidding system, IonWave.

Question 1. Will the cost proposal required of finalists only be for Phase 1 design services, or both Phase 1 and Phase 2?
Answer Costing sheets are required to be submitted by short listed Respondents only. A costing sheet has been provided to identify costs for both phases.

Question 1. It appears the CMc is to be involved in the Project during Phase 2; does the County have an intended timeline to bring them into the Project (ie; beginning of SD, midpoint of DD, etc)?
Answer Johnson County intends to begin CMc selection process for Phase 2 at the completion of Phase 1 services. Anticipate CMc to be hired during SD phase.

Question 1. The “Pre-Design Services” under Paragraph 4 Scope of Services calls for “Capital Budget verification”; does this require a formal cost estimate of the Phase 1 design documents (noting Cost Estimating is not indicated under “Disciplines” under Paragraph 4)?
Answer Cost Estimating is a required service in Section 4 Scope of Services - Pre Design Services.

Answer The County is not excluding any firms from participating in this RFP. The RFP is open to the general public.

Question RFP mentions two phases—a planning/programming phase and then a design/construction phase. Does the County anticipate a continuous flow between the phases or will there be a time gap between programming and design phases?
Answer Should Johnson County elect to extend the contract to awarded Respondent for Phase 2, work is anticipated to be continuous. Final determination to be made within Phase 1 services.

Question Can teams tour their existing facilities prior to the response deadline?
Answer Tours in response to the RFP of existing facilities shall be prohibited. Square footage and anticipated breakdown by department and/or program shall be determined in Phase 1 services.

Question The RFQ states that the building is anticipated to be 120,000 SF. Can you share any high-level information about the anticipated breakdown of the 120,000 square feet by department and/or program?
