Sealed bids for Bid Request No. 2023-050 for Johnson County Wastewater (JCW) State Line Road Force Main Pipe and Fittings Procurement shall be submitted electronically via IonWave at https://jocogov.ionwave.net until 2:00PM CT, February 1, 2024. At that time, all bids that have been duly received will be publicly opened and read aloud via Zoom Video Conferencing at:

Preliminary bid results will be published to IonWave within one (1) business day from the scheduled bid opening.
This bid includes the following Work:
Procurement, storage, and delivery of force main pipe and fittings meeting the specifications described therein for two upcoming construction projects, State Line Road Main Project and State Line Road Pump Stations Project.
Copies of the specifications are available through IonWave or can be seen and purchased for a non-refundable fee online at www.drexeltech.com in their eDistribution plan room; additional assistance is available at distribution@drexeltech.com .
A Mandatory Pre-Bid Conference will be held via Zoom Video Conferencing on January 11, 2024, at 10:00AM CT at:
Questions must be submitted via IonWave no later than 5:00PM CT on January 22, 2024 , to allow adequate time to issue an addendum, if needed.
No bid may be withdrawn within a period of sixty ( 6 0) days from the date of the bid opening. A bid bond is not required for this solicitation.

Question Are imported fittings allowed?
Answer Imported fittings are permitted as long as they meet the requirements listed in the bid form, materials list and as described in the specifications.

Question Our leadership is concerned over the expense of storing this material for the terms of the contract. The fittings will have an impact due to storage but not as significant as the pipe. I am being told by the manufacturer that once the pipe hits the railyard in KC we are going to be billed in full. We were wondering if we could be paid for stored material once the inspection process has been completed and the material is signed off on by your inspectors. If not we are asking that the material be shipped in full to a designated spot after the inspection process is completed, not paid for by our company. The price of the material gets quite a bit higher if we are to store these materials ourselves.
Answer Because JCW does not have a place to store this amount of pipe, it was anticipated that costs would be higher due to the long-term storage requirement of the material. Section 5.1 of the Agreement in the Project Manual indicates that a progress payment of 85% will be made upon inspection and approval of the materials. This payment will include manufacturing of the pipe, delivery of the pipe to the storage area, and rental of the storage area.

Question The pipe manufacturer is asking that the specification for pipe plugs being installed at the manufacturer's facility be removed for the following concerns. This is a direct quote from Bradley Forester with American Cast Iron Pipe Co.

We request that the requirement for ductile iron pipe end caps be removed from the specification entirely. Pipe manufacturers have miles of pipe in storage facilities nationwide without end caps and without issues. Furthermore, pipe plugs and end caps that are available and specifically designed for ductile iron pipe do not stay on the pipe during transit (rail or truck) and they become a safety hazard on the highway when they fly off the pipe.
Answer If the pipe plug end caps are not provided during shipment, a statement from the manufacturer stating that this change does not impact the warranty of the pipe and fitting is required.

Question The manufactures of pipe restraints for MJ fittings will not certify the use of a mega lug on a plain end fitting as the one called out on line 1.25. Would you like us to provide a price for a split mega lug to use as a straddle block to restrain this fitting?
Answer To clarify, this fitting is going on a gravity sewer line and so thrust is not a concern. The fitting called out in item 1.25 is correct.

Question Given the timeline that JOCO is providing and taking into account that the shelf life on Protecto -401 lining is 1 year, that would mean that during the manufacturing process some of the pipe being produced first would be out of compliance prior to the August 11th.2025 deadline. What does the county propose we do about manufacturing time that will overlap putting the lining out of certification.
Answer Based on information provided by Induron, the Protecto 401 manufacturer, if factors such as ambient conditions, location of storage, and other factors are considered, installation times of up to 18 months from the time of lining may be approved if requested in writing and accompanied by inspection within two weeks prior to burial by an approved Protector 401 applicator, a representative of the pipe manufacturer, or an authorized Induron representative. This inspection will be paid for by the LWC1-6A Contractor. Any materials that do not pass inspection shall be replaced as soon as possible at no additional cost to the Owner or Engineer.

Question Do we need to provide accessory packs with the restraints and if so, what material would the bolts need to be? Standard, Blue Coated or Stainless?
Answer Yes, accessory packs with the restraints are required. All bolts for these shall be blue coated.

Question In regards to Milestone 2...If the pipe was shipped to the storage area within 60 miles of the jobsite. Would the installer of the pipe be responsible for unloading? Also, would the installer be responsible for supplying a tractor trailer and loading tractor trailer at storage facility to deliver to jobsite? In these milestones are we considered the Contractor or the installer the Contractor?
Answer This Contract is named Contract LWC1-6A, and the successful bidder for this project is to be named “Contract LWC1-6A Contractor.” The installation contractors are “Contract LWC1-6B Contractor” and “Contract LWC1-6C Contractor.” The Contract LWC1-6A Contractor is responsible for providing equipment and qualified operators to unload the pipe at the storage area, equipment and qualified operators to load the pipe for delivery, and for supplying a tractor trailer and qualified operators to bring the procured materials to the jobsite. The installation contractors, either LWC1-6B Contractor or LWC1-6C Contractor will be responsible for unloading the materials at the jobsite. Once the materials are unloaded, the installation contractors (LWC1-6B or LWC1-6C Contractors) are then responsible for the materials as described in the bid documents.

Question In the spec book I noticed that there is a call out for Insulated Flanges, Insulation Kits, and Insulating Gaskets. Is this something that this project will be needing?
Answer is project will not require the insulation flanges, kits, or gaskets as the pipe is to be for sanitary sewer usage.
