Description:

The Board of County Commissioners of Seward County, Kansas, is accepting sealed bids for a topographical survey of the Fairgrounds Complex located at 1501 W. 8 th St. in Liberal, Kansas.

Sealed bids will be received at the Seward County Clerk’s Office, 515 N. Washington, Suite 100, Liberal, Kansas 67901, until 2:00 p.m. on Tuesday, May 9, 2023 at which time the bids will be publicly opened and read. The envelope should be plainly marked “Fairgrounds Topographical Survey”. Bids received after the scheduled time will be returned unopened. Bids shall include an estimated date for work to begin and estimated time for completion. Bids will be presented to the Board of Seward County Commissioners at the Commission Meeting scheduled on May 15, 2023.

Bidder must be a licensed engineer or surveyor.

The scope of project includes completing a topographical survey of the Fairgrounds Complex from 8 th to 11 th Street and from Western to Stadium Road. The survey should include elevation points on a 50-foot grid including spot grades at high points, low points, and grade changes of the existing race track. All above ground features such as light poles, utility poles, and existing structures should be included. The inlet storm drain located inside the rock wall by race track and the connection to the City of Liberal’s storm drain system in southeast corner must be included.

Solicitations from qualified minority and women owned businesses, firms and individuals are encouraged by Seward County. This encouragement does not infer preference and all solicitations will be evaluated equally. All purchases shall give preference to Seward County merchants when applicable. Award shall be made to the best bidder within Seward County when the amount is not more than five percent (5%) higher than the best out-of-county bid.

The Board of County Commissioners of Seward County, Kansas reserves the right to accept or reject any or all bids, the right to waive any or all irregularities therein, and the right to accept the bid deemed to be in the best interest of the County.
