    1. Introduction

The City of Roeland Park, Kansas is inviting proposals from selected Construction Managers for pre-construction and construction phase services for the Public Works Renovation project.

SFS Architecture (SFS) has been engaged by the City of Roeland Park to provide complete architectural and engineering design services for the Project.

The successful Construction Manager will be required to provide a Guaranteed Maximum Price (GMP) before construction of the Project commences, and will be required to exercise rigorous cost, quality, and schedule control throughout the Project.

SFS has been engaged by the City of Roeland Park to assist with the Construction Manager selection and negotiation of contract terms.

  1. Project Overview

The City of Roeland Park engaged SFS Architecture for a space needs planning study and conceptual design services in early 2022 to determine the needs for a new Public Works Facility. The concept design did not consider a specific site, as one had not yet been identified.

In November, the City located a potential site and existing building and is in the process of finalizing the purchase of the property. The existing building was previously used for manufacturing and warehousing.

The renovation of the newly acquired property will include modifications to the interior of the existing facility to accommodate office space, shop areas, storage of vehicles and equipment, and a wash bay. Several areas of mezzanine exist; approximately 5,000 SF will be retained. New overhead doors will be required at the east and west elevations to provide vehicular access to the building. The existing building is 28,000 square feet in total. Approximately 2,200 SF will be office area and the remainder will be shop, storage, etc. Site improvements are also planned which will include new drive lanes at the east and west, to access the overhead door locations, along with material storage bunkers and a dumpster area. Fencing will be provided to enclose the exterior storage areas.

See Exhibit B for a preliminary site plan and floor plan layout. These plans are still in development, thus are subject to change.

  1. Owner/Architect Milestone Schedule

The anticipated Project Schedule will include the following milestone dates:

January 2023 Construction Manager Selected

February 2023 Construction Documents Complete

March 2023 GMP Amendment & Construction Mobilization

August 2023 Substantial Completion

September 2023 Owner move in

  1. Construction Budget

A precise construction budget has not been finalized at this time. It is anticipated that the selected Contractor will assist the team in estimating a construction cost based on the overall defined scope, however the estimated construction budget for the Project is anticipated to be in the range of $1.3M to $2M.

  1. Construction Manager Selection
    1. Process

This Request for Proposal (RFP) has been forwarded to ten firms. After firms have responded to the RFP document, the City of Roeland Park and SFS will conduct interviews. Proposed key personnel as listed elsewhere in this RFP are requested to attend the interview.

  1. Proposal Conditions

By submitting a proposal, each proposer accepts in all respects the conditions of this RFP including, but not limited to, the following:

  1. All proposals will become the property of the City of Roeland Park and will not be returned.
  2. The City of Roeland Park and SFS Architecture are not liable for any costs incurred by proposers in the preparation of their proposals or for any costs incurred relative to the presentation/interview process.
  3. The City of Roeland Park reserves the right, in their sole discretion, to accept or reject any or all proposals and to waive any irregularities in a proposal. The successful Construction Manager will be selected based upon the proposal deemed most advantageous by the City of Roeland Park in its sole discretion as submitted in response to the Request for Proposal.

    1. Scope of Services

The basis for Construction Manager services will be as set out in the AGREEMENT BETWEEN CITY OF ROELAND PARK, KANSAS AND CONSTRUCTION MANAGEER where the basis of payment is Cost of the Work Plus a Fee with a Guaranteed Maximum Price.

  1. Pre-Construction Services

Construction Manager shall work with the City and Architect through the planning / design process providing estimating, value analysis, life-cycle analysis, scheduling, and constructability reviews.

Construction Manager shall provide a preliminary cost estimate based on the Conceptual Design Documentation. An Estimate will be required for 75% of Construction Documents. The Guaranteed Maximum Price (GMP) will be established on 100% Construction Documents.

  1. Bidding Services

Competitively bid all construction and material in accordance with Section 2.4.3 of the agreement.

  1. Construction Phase Services

Refer to the agreement for the description of construction phase services.

  1. Project Budgeting and Cost Control

1. GMP development and quotation.

2. Bid package proposals.

3. Master control estimates.

4. Cash-flow projections.

5. Materials surveys.

6. Subcontractor proposals.

7. Set up cost accounting.

8. Set up reporting methods.

9 Set up payment procedures.

10. Set up change order procedures.

  1. Subcontractor Selection and Purchasing

1. Set pre-qualifications.

2. Recommend contractor selection methods.

3. Recommend contractor award methods.

4. Promote contractor interest.

5. Prepare bidding schedule.

6. Conduct pre-bid conference.

7. Receive bids.

8. Analyze bids.

9. Recommend award to Owner for Approval

  1. Scheduling and Planning

1. Project master schedule.

2. Construction phase detailed schedule.

3. Schedule updates (as required)

4. Manpower projections.

The above paragraphs, A through G, are intended to show the major elements of the Construction Managers responsibility and are not meant to be all encompassing. The Construction Manager will be required to provide a complete turnkey project in accordance with all applicable contract documents.

  1. Proposal Requirements
    1. Relevant Experience

Provide a summary of the proposer’s experience in the last five (5) years with similar projects, project delivery, type, and size. Provide the project costs, schedule, and contact information (name, email, telephone) for each project listed. Photographs of projects currently underway or completed in the last five (5) years shall be included.

  1. Organizational Chart

An organizational chart of the proposer’s overall organization, plus a specific organizational chart of how this project will be staffed, shall be submitted.

  1. Key Personnel

Identify the following key personnel who will be assigned to the project. Provide a brief description of each person’s role, as well as a short summary of each person’s relevant experience and references. Resumes shall be attached as an appendix to the proposal and shall include duration of experience at current and previous firms.

ON SITE FULL TIME:

Project General Superintendent: Based on the current anticipated construction mobilization of March 2023, identify, and provide the resume of the individual(s) who would provide on-site supervision during all aspects of the construction of the project. Changing the on-site superintendent must be discussed and approved by The City of Roeland Park if future delays in the project schedule affect this personnel.

MAIN OFFICE STAFF:

Principal in Charge, Project Manager, Pre-construction Manager, Estimator(s): Identify and provide the resumes of all key personnel for the project for pre-construction and construction phase services. Changes to the key personnel following award must be discussed and approved by the City of Roeland Park.

  1. Preconstruction Services

Provide a description of your company’s processes and procedures for the following Preconstruction Activities:

  1. Estimate and Budget Adherence
  2. Value Analysis
  3. Scheduling
  4. Constructability Reviews
  5. Design Review, Support, and Collaboration
  1. Self-Performed Work

The successful Construction Manager will be permitted to self-perform portions of the work customarily performed by the firm only if he submits his sealed bid for this work, three (3) working days prior to receipt of other sub-contractor bids for this same scope of work. List the trade disciplines usually employed by the proposer and the areas of work which the proposer anticipates wanting to self-perform on the Project.

  1. Subcontractor Solicitation

Describe the proposer’s approach to Subcontractor Solicitation and Award.

  1. Cost Control System

Describe the cost control methods / system the proposer will employ on the Project and identify who will have primary responsibility for its day-to-day implementation.

  1. Schedule Control

Describe the schedule control methods the proposer will employ on the Project to meet the Owner’s schedule for completion. Confirm ability to complete the project within the time allotted in the Owner / Architect Milestone Schedule.

Please describe opportunities for accelerating the construction schedule. Provide any fast track ideas for this project.

  1. Payment and Performance Bonds

Provide evidence in the way of a confirmation letter from a surety company of the proposer’s ability to obtain performance and payment bonds for the project.

  1. Insurance

Submit proof of insurance coverage in accordance with Exhibit H of the draft contract.

  1. Safety Program/History

Describe the firm’s safety program and how it would be implemented on the job site for this particular project. Provide the safety history of the firm over the past five (5) years.

  1. Quality Program

Describe the firm’s quality program and how it would be applied to this particular project.

  1. Proposed Form of Agreement

It is the intent of the City of Roeland Park to use the substantial form of AGREEMENT BETWEEN THE CITY OF ROELAND PARK, KANSAS AND CONSTRUCTION MANAGEER where the basis of payment is Cost of the Work Plus a Fee with a Guaranteed Maximum Price.

  1. Appendix

Additional information may be included in an appendix. The Appendix must fit in the allotted number of readable pages.

  1. Proposal Format

All materials are to be submitted in 8-1/2” x 11” format, double sided. Submittals should be limited to twenty (20) pages of readable surfaces excluding appendices.

  1. Compensation Proposal
    1. Proposed Fees
Fee Proposals shall be submitted at the time of interview. Utilize Compensation Form provided in Exhibit C - Provided to shortlisted firms only.
  1. Lump sum fee for preconstruction services – fee should include all costs associated with preconstruction services.
    1. Percentage fee for the construction and closeout services.
The proposed General Conditions Matrix indicates what should be included in the Construction Managers fee. Refer to Exhibit D – Provided to shortlisted firms only.
