Item: Comprehensive Street Inventory & Evaluation with GIS Database

City: Garden City, KS

Purpose: The City of Garden City has determined the need to review the current state of its roadway infrastructure and plan for long-term road improvements. This project will help staff and elected officials understand the maintenance needs of each roadway and assist them in planning maintenance and replacement projects. Additionally, the selected consultant will assist the City with designing and implementing an Environmental Systems Research Institute (ESRI) based Pavement Management System incorporating the ratings to allow the City to manage its roadway infrastructure better.

Scope: The City of Garden City is requesting proposals from experienced, qualified firms to assist us in evaluating the condition of our streets (both residential and arterial), make recommendations for maintenance needs (with opinions of cost) for each street as necessary and develop a Geographical Information Systems (GIS) database tool to view current condition and maintenance needs. The street evaluation and database services requested are more fully described in the Scope of Services on the following page.

Response: Consultants wishing to respond to this solicitation shall provide a letter of agreement to be executed by the City upon award with a Lump Sum fee and a copy of your firm’s current fee schedule.

Completion Date: The street assessment and database shall be completed and operational by August 1, 2023.

SCOPE OF SERVICES

Scope of Work:

- Design and implement a Street Evaluation software for the City of Garde City’s local and arterial street system. The software must have the following features:

o ESRI based

 Needs to accept Representational State Transfer (REST) endpoints.

o Field data entry app for mobile devices.

o On-line “dashboard” with a map interface and queries.

o View (in map form and report form) pavement condition over time.

o View (in map form and report form) maintenance and capital construction work over

time

o Linked to Finney County GIS parcel layer

- Add historical maintenance history.

- Provide initial and ongoing training for all users.

- Civil Engineer’s assessment of the condition of the local street network (approximately 162 linear center-line miles) using the Pavement Surface Evaluation and Rating (PASER) methodology

- Develop a prioritized 10-year maintenance report, including opinions on project costs.

- Present preliminary findings to City staff

- Present findings to the City Commission with a report summarizing street conditions and detailing the prioritized 10-year maintenance plan with opinions of cost.

Preferred Services/Modules:

- Include a CIP Module

- Include a public-facing module

- Include Maintenance Tracking and a Forecasting application system.

- Calculates street segment area for street maintenance quantities

Requirements:

- Demonstrated experience evaluating local streets using the PASER method.

- Engineering firm staffed with Civil Engineers licensed in Kansas

- Compatibility with Microsoft Edge, Mozilla Firefox, Apple Safari, and Google Chrome Web browsers

- Geographic Information System Professional- Certified GIS staff
