Instructions to Bidders

1. Address bids to City of Garden City, Electric Department, 140 Harvest St. P .0. Box 998, Garden City, Kansas 67846 on or before November 13, 2023 at 10:00 a.m. CT. Mark on outside of envelope 2024 Digger Derrick 4X4 Attention Shawn Hill.

2. Bids will be opened publicly by Shawn Hill, Utilities Warehouse Manager or his official representative. All bids must be submitted prior to the bid opening time to qualify.

3. After the bids are opened, each will be carefully reviewed. Generally, a decision as to who is the most responsive bidder is will be made within 24 hours after the bids are opened.

4. The City of Garden City reserves the right to reject any and all bids.

5. A responsible officer or employee of the company must sign all bids. Obligations assumed by such signature must be fulfilled.

6. Time of delivery is a part of the consideration and must be stated.

7. The successful bidder shall be responsible for the delivery of the equipment to the City of Garden City. This includes delivering chassis to a successful bed bidder for the installation of a bed as well as picking up the unit from the bed bidder for final processing.

8. The Electric Dept. is not exempt from applicable state and local tax, unless otherwise stated on the bid quotation form.

9. All bids are to be F.O.B. Garden City, Kansas, unless otherwise stated.

10. All bids must meet the MINIMUM SPECIFICATIONS. Any bid which fails to do so will be subject to rejection.

11. Please resolve any questions which you may have regarding the Minimum Specifications, bid requirements, etc. before the bid opening. Direct questions to Shawn Hill (620) 276-1290 or email Shawn.Hill@GardenCityKs.us

12. If a bidder is not able to meet an item as specified and he elects to delete it or substitute with another item, it must be clearly set forth in the bid, along with the itemized cost of each such change. The exception must be designated as such by marking "EXC." before the cost. An explanation of the exception should also be given on an attached sheet with the bid.

13. The successful bidder must furnish at the time of delivery, a copy of the factory invoice listing required accessories and will furnish at time of delivery a certificate attesting that all specifications are included in or on the delivered unit as bid. Said certificate form will be furnished to the City prior to delivery of the unit.

14. Any item which is set forth in the itemized specifications that is standard equipment on the unit and included in the unit base price should be indicated as such by marking "standard or "N/C" -­ no charge.
