The intent of this Request for Information (RFI) is to solicit information about services to replace the current system for Johnson County Housing Authority home rehabilitation and repair programs and to gain a better understanding of the marketplace, vendors, solution functionality and pricing structures.


The Johnson County Housing Authority Tracking System (HATS) is used to facilitate the use of grant money for home repairs to eligible residents. There are two programs that assist eligible homeowners with the rehabilitation needs of their owner-occupied homes. The HOME Program is a 10-year deferred mortgage loan for major home repairs. The Minor Home Rehabilitation Program assists eligible Johnson County homeowners with home repairs and provides limited accessibility modifications for eligible persons with a disability.

Each year, hundreds of applications must be processed for eligibility. Those that are approved (usually less than one hundred per year) must be tracked until the project is complete. Since this program is provided through Housing and Urban Development (HUD), it must follow state/federal laws and regulations. The processes regarding eligibility, contractor assignment and the use of grant money (which can exceed one million dollars per year), must be well documented.



Current challenges include:

• Limited functionality that causes manual/paper driven processes.

• Limited ability to link with other Johnson County systems of record.

• Disconnected workflows.

• Contains features that are no longer used.


Responses to this RFI may be used to obtain funding for a Request for Proposal to be issued on a later date.
