Does the County envision the BOCC selecting a final version of the plan before the final report is generated? That doesn't appear to be specified in the scope of work.
Answer No. The strategic plan should offer several approaches for the BOCC to consider once the final report is delivered.

1. Does the County want the community engaged in the ridership vs coverage conversation, or just the BOCC? This would typically involve a public survey and direct outreach to riders and non-riders.
Answer Yes, the community should definitely be involved in the ridership vs coverage question.

Can you share any detail about the statistically-valid survey (will it be a resident survey or on-board survey or another type of survey)? What is your desired number of responses for the survey?
Answer The manner of survey is up to the proposer. The threshold for statistically valid would be 1,500 responses.

Question
DBE is mentioned as a requirement on pages 10, 28, and 34 of the RFP, however, we do not see a specific DBE goal mentioned. Could you clarify whether there is a DBE requirement for this project and if so, what the goal percentage is?
Answer

The Contract is subject to the Requirements of Title 49, Code of Federal Regulations Part 26, Participation by Disadvantaged Business Enterprises in Department of Transportation Financial Assistance Programs. There is a 19% DBE goal established for this project. This information is currently being compiled in Addendum 2 and will be provided for respondents as an amendment to the RFP Scope of Services.
