Johnson County, Kansas, is seeking proposals from qualified Construction Managers to provide construction management services for a new 150,000 square foot Health Services Building to replace the existing Olathe Mental Health facility located at 1125 Spruce, Olathe, KS and the existing Olathe Health Services Building located at 11875 S. Sunset Drive, Olathe, KS. This project will serve to bring these departments together into a single facility focused on community health and wellness.



Proposals for RFP No. 2024-017 Construction Manager as Constructor (CMc) for Health Services Building shall be submitted electronically via IonWave by 2:00 PM local time on March 08, 2024, at which time they will be publicly opened via Zoom Video Conferencing at the link provided in the Activities Tab.



A Pre-Proposal Conference will be held on February 12th, 2024, at 9:00 AM local time via Zoom Video Conferencing at the link identified in the RFP and provided in the Activities Tab. This Conference is optional and not mandatory for submitting a proposal.



Questions must be submitted via Ion Wave no later than 5:00 PM local time on February 23rd, 2024, to allow adequate time to answer and issue an addendum, if needed.

Is it possible to walk the existing building to understand the phased demolition?
Answer Tours in response to the RFP of existing facilities shall be prohibited based on the confidential nature of the services being offered.

Is there a page limit for the RFP response?
Answer It is the County’s preference to limit the Project Approach section to 8 pages maximum and the Applicable Resources section to 4 pages maximum.

Please explain the meaning of “Phased Occupant Move-In” in relation to receiving Temporary Certificate of Occupancy for the facility from the City.
Answer Occupants from the existing Health Services Building (Department of Health and Environment) will move into the facility first to allow for demolition of the remaining portion of the existing HSB (clinic portion). Occupants from the existing Olathe Mental Health facility on Spruce will not move in until the existing HSB is demolished and the site is complete.

Answer Yes, at this time the County anticipates requiring a final GMP for the full scope prior to construction start.

Please explain the meaning of “Phased” Demolition of existing HSB.
Answer It is anticipated that the Evergreen portion of the facility will be demolished first in a way that allows the clinic portion of the existing facility to remain operational while site work is completed to allow for public access to the new facility.

Is the Evergreen vacate milestone of August 2026 the start of move-out or the completion? Is there an opportunity for this date to be adjusted based off the project schedule?
Answer August 2026 is the anticipated completion of Evergreen's move-out process. This date is based on a separate agreement between Evergreen and the County not related to this project.

Can you share who from the county will make up the evaluation committee for the proposal responses?
Answer The evaluation committee will include members from the Facilities Management Department, Johnson County Wastewater, Department of Health & Environment, and the Sheriff Office. Evaluation committee members may change at any time.
