SUBJECT: Synopsis of Solicitation and Virtual Site Visit Notification; FA890323R0032; Optimized Remediation Contract at McConnell Air Force Base, Kansas. Project Numbers: PRQE20XX7917, and PRQZ20XX7811

1. The 772nd Enterprise Sourcing Squadron (772 ESS/PKB) intends to issue a Request for Proposal (RFP) for a Firm-Fixed-Price contract for Optimized Remediation Services at McConnell Air Force Base, Kansas pursuant to Federal Acquisition Regulation (FAR) 16.202, Firm-Fixed-Price Contracts.

2. This requirement is a continuation of services satisfied by the USACE Performance Based Remediation (PBR), Contract No. W9128F13C0022. Requirement shifts from active remediation to maintenance of established remedies and optimization at applicable sites. The Contractor shall maintain compliance with all applicable regulations through the Period of Performance (PoP). The North American Industry Classification System (NAICS) Code for this requirement is 562910. A draft copy of the Performance Work Statement (PWS) is attached to this synopsis. Changes to the PWS may occur as a result of internal Government review, or site visit questions.

3. A virtual pre-solicitation site visit will be conducted on 19 April 2023 at 9:00 AM, Central Daylight Time (CDT). Interested parties must submit a list of names and email addresses to the Contracting Officer (CO) Mr. Stephen Dimitriou at stephen.dimitriou@us.af.mil and copy the Contract Specialist (CS), Ms. Rebecca Robinson at rebecca.robinson.5@us.af.mil No Later Than (NLT) 4:00 PM CDT on 13 April 2023 to be eligible to participate in the site visit. Further instruction will be provided to those interested parties NLT, COB, CDT on 17 April 2023.

4. Offerors must submit all questions resulting from the site visit in writing to the CO, Mr. Stephen Dimitriou at stephen.dimitriou@us.af.mil and copy the CS, Ms. Rebecca Robinson at rebecca.robinson.5@us.af.mil NLT 4:00 PM CDT on 20 April 2023. Questions must be submitted using the provided Q & A Template. Responses will be included in the RFP.

5. This requirement is anticipated to be issued under RFP FA890323R0032 as a competitive Section 8(a) Set-Aside. The RFP is expected to be advertised on (https://sam.gov) in Quarter 2, Calendar Year 2023. The RFP will utilize the procedures found in FAR 15.203, Requests for Proposals. It is the responsibility of the interested party to check frequently for any changes to the solicitation. Hard copies of the solicitation will not be provided.

6. Upon issuance of a RFP, all responsible and eligible sources may submit a proposal which shall be considered by 772 ESS/PKB.

7. All parties interested in submitting a proposal on Department of Defense (DoD) solicitations must be registered in the System for Award Management (SAM) database. Failure to register in the SAM database will make an Offeror ineligible for contract award. Interested parties can register at (https://sam.gov).
