Description

This announcement, dated 26 January 2023, serves to satisfy the award synopsis requirements of FAR 5.3.



The Naval Air Systems Command (NAVAIR) awarded a firm-fixed price contract, N00019-23-C-0020, on 25 January 2023 to Textron Aviation Inc. for the procurement of 10 aircraft with contract options to procure an additional 54 in support of the Multi-Engine Training System (METS) program. The contract will also include initial spares, peculiar support equipment, instructor pilot training, and maintenance personnel training.



The base year contract is for $113,107,250 for aircraft, as well as commensurate spares, peculiar support equipment, instructor pilot training, and maintenance personnel training. The total contract value is $677,206,611. Deliveries of the aircraft are scheduled to begin in calendar year 2024 and continue through calendar year 2026.



The contract was competitively procured through a full and open competition solicited via a request for proposal publicized on sam.gov.



Through market research, multiple potential offerors expressed an interest in this acquisition, but upon the closing of the solicitation, only one offer was received. In accordance with DFARS PGI 215.371-2, NAVAIR is requesting feedback from potential offerors who showed interest, however did not submit a proposal in response to the solicitation.



Your response to this request for feedback shall provide information as to why as a potential offeror, a proposal for solicitation N00019-21-R-0077 was not submitted. Please include the company name, address, cage code, and size status. Responses are requested by 09 February 2023.
