This is a Notice of Intent to award a sole-source contract and is not a request for competitive proposals. The statutory authority for this sole source procurement is 10 U.S.C. 2304(c) (1) as prescribed by FAR 13.106-1(b).

Mission Installation Contracting Command (MICC) Fort Leavenworth, KS intends to issue a sole source, firm fixed price award to Spectrum/Charter Communications Operating LLC, Overland Park, KS, to install the equipment for 1GB dedicated Fiber and 45 Wireless Access Points with all parts and labor included. Request an annual maintenance of Spectrum Business Internet 1G and business Wifi at 600 THOMAS AVE FORT LEAVENWORTH KS 66027 (BLDG 198) for a base year plus 4 option years. Completion will be accepted when upload and download speed for 1G verification provided, actual Internet connection to social media streaming with no lag, or distortion.

The NAICS code for this requirement 517111– Wired Telecommunications Carriers (Size Standard – 1,500 Employees).

This notice of intent is not a request for competitive quotations; however, all quotations/responses received within 7 days (-or-prior to closing of this announcement) of the issuance of this notice will be considered by the government. Interested parties may identify their capability to respond to this requirement. Interested parties must show clear and convincing evidence that competition of this requirement would be advantageous to the Government to garner further consideration by the government. A determination by the government not to compete this proposed requirement based upon responses to this notice is solely within the discretion of the government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Written responses to this Notice of Intent to Sole Source shall contain sufficient documentation to establish a bonafide capability to fulfill the requirement. MICC Fort Leavenworth will not be responsible for any costs incurred by interested parties in responding to this notice.
