The 190th Air Refueling Wing Contracting Office, Forbes Field AB, Topeka, KS 66619, hereby gives notice of their intent to award a purchase order to 247 Group LC on a sole source basis in accordance with the Federal Acquisition Regulation (FAR) Subparts 13.106-1(b)(1)(i) only one source reasonably available and no other supplies will satisfy agency requirements, 6.302-5(b)(6) sole source awards under the Veterans Benefits Act of 2003 – 15 U.S.C.657f, and 19.1406 sole source awards to service-disabled veteran-owned small business concerns.

This procurement is to provide virtual Basic Military Training (BMT) preparation for individuals who have enlisted into the Air National Guard (ANG) and are awaiting BMT. The preparation consists of mental and physical preparation keeping the individuals motivated, strengthening propensity to serve, and staying connected to the military. The preparation should allow trainees to be more successful at BMT and their military career. This is an ARCWERX innovation program aimed at improving recruit performance and retention. Market research has revealed this contractor is the only source capable of providing the required preparation due to the innovation. Therefore, the government intends to procure these services on a sole source basis from 247 Group LC for the virtual BMT prepapration.

THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE QUOTES. However, all responsible sources may submit a capability statement, which, if received within five (5) calendar days after the date of the publication of this notice will be considered. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination by the Government not to compete this requirement based upon responses received as a result of this notice is solely within the discretion of the Government.
