Naval Air Systems Command, V-22 Joint Program Office, PMA-275 intends to negotiate and issue a Delivery Order under commercial Basic Ordering Agreement N0001921G0020 to Honeywell International Inc. on a sole-source basis for Traffic Collision Avoidance System (TCAS) processor repairs and processor replacements (Honeywell part number 940-0431-001).

This is estimated to be a two (2) year Delivery Order with a base year and one (1) option year. The planned award date is November of 2023.

This action is being awarded on a sole source basis to Honeywell International Inc. in accordance with the statutory authority permitting other than full and open competition under Title 10 U.S.C. 3204(a)(1), as implemented by FAR Part 6.302-1, "Only one responsible source and no other supplies or services will satisfy agency requirements." Honeywell International Inc. is the sole designer, developer, and producer of the TCAS processor and is the only known source that possesses the requisite knowledge and expertise required to provide the parts and repair the processors. Also, Honeywell International Inc is the only source that possesses the totality of engineering and technical data required to perform these efforts.

The proposed Delivery Order is for supplies and/or services for which the Government intends to solicit and negotiate with only one source under authority of FAR 6.302. Interested persons may identify their interest and capability to respond to the requirement. This notice of intent is not a request for competitive proposals. However, any capability statements received within fifteen days after date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
