Please note that this draft RFP contains a change from the previously released draft RFP for this requirement. The Government has removed the requirement for the contractor to develop or provide software for use in its performance under the MCTP training support contract. This software will be procured separately. The Government requests industry comments on this change only. You will notice a Salient Characteristics document indicating the requirements for any software solutions proposed under the new Software License Renewal Request for Quote (RFQ) opportunity. The Government will simultaneously release: (1) the final Solicitation/Request for Proposals for the central training contract and (2) the Request for Quotes (RFQ) for the Software Licensing contract. The evaluations of proposals and quotes for the separate efforts will occur separately. Contractors may submit proposals in response to the RFP without submitting quotes in response to the RFQ and vice versa.
An additional change to note is that the procurement of the training contract will now use NAICS 611699 (All Other Miscellaneous Schools and Instruction) and PSC U013 (Education/Training – Combat // Federal Category 9.4: Human Capital — Specialized educational services.) The Software Licensing contract will use NAICS 513210 – Software Publishers and PSC DA10 (IT and Telecom—Business Application/Application Development Software as a Service).
