Solicitation Amendment 0001 to Solicitation W5168W-23-R-0017 has been posted as of 11 August 2023. The Amended Solicitiation includes the following:

1) An in-person site visit has been scheduled for 23 August 2023 at the Military Corrections Complex located at 1301 N Warehouse Rd, Ft. Leavenworth, KS 66048. Vendors are allowed up to two personnel per company to attend the site visit. All vendors shall enter Ft. Leavenworth through the Grant Gate (main entrance), located at Grant Ave, Leavenworth, KS 66048 and make their way to the Military Corrections Complex. The site visit will begin promptly at 9:00 a.m. with an initial briefing. The initial briefing will be followed by a walkthrough of the dining facilities where food service operations will take place. The site visit will conclude with a close out briefing before departing the facility.

Vendors are required to complete the following prior to attending the site visit:

a. Vendors are required to inform the Contracting Officer and Contract Specialist via e-mail that they will attend the site NLT 2:00 p.m. (Central Daylight Time) on 16 August 2023. The e-mail will include the company name, and names of personnel attending the site visit.

b. Vendors will pre-register with the Fort Leavenworth Installation Access Control office between 14 August 2023 and 21 August 2023 at the following website in order to gain access to Ft. Leavenworth, KS: https://pass.aie.army.mil/?b=usa&i=fort_leavenworth&e=GZPCPW6M. Pre-registration will allow all vendors to access Fort Leavenworth by submitting their state issued dirvers license when entering Fort Leavenworth through the Grant Gate (main entrance).

2) The required suspense date/time for questions regarding the Solicitation has changed from 11 August 2023 by 2:00 p.m. Central Daylight Time to 28 August 2023 by 2:00 p.m. Central Daylight Time. All questions shall be submitted in writing and sent to the Contracting Officer and Contract Specialist via e-mail.

3) The required proposal suspense date/time has changed from 05-Sep-2023 02:00 PM to 13-Sep-2023 by 2:00 p.m. Central Daylight Time.

The Solicitation was posted to SAM.gov on 4 August 23. Further explanation and instructions regarding the submission of proposals has been provieded under the SAM.gov Description Section of this Soliciation posting updated on 5 August 23. All other items remain unchanged.

The Mission Installation Contracting Command – Installation Readiness Center (MICC-IRC) has a requirement to procure Food Services (FS) under the Army Food Program to provide quality services in support of the installation food service program that supports the Leavenworth Corrections Command inmates with flexible, efficient and cost-effective service. The service outlined in this requirement encompasses dining facility management functions, food preparation, Department of Labor (DOL) food service training, and facility sanitation (in designated areas). Performance criteria for overall dining facility duties fall under Contractor responsibilities. The Contractor shall provide all personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, and other items necessary to perform the services defined in this PWS except for those items specified as Government Furnished Property (GFP) and services at the Fort Leavenworth military prison facility.

The use of NAICS code 722310, Food Service Contractors, was determined the most appropriate because it comprises of establishments primarily engaged in providing food services at institutional, governmental, commercial locations on a contractual arrangement for a specified period of time. The product service code is M1FD, Operation of Dining Facilities.

Site Visit:

Offerors shall submit their respective proposal via the Procurement Integrated Enterprise Environment (PIEE) Solicitation Module to Mike Vicory (Contracting Officer) and Miranda Caban (Contract Specialist) by the 13 September 2023 by 2:00 p.m. CDT suspense date. The link to access PIEE is https://piee.eb.mil/. The Offerors will be required to have WAWF Vendor access in PIEE, therefore should ensure that access is granted prior to the closing date and time of the solicitation. Attachment K- PIEE Solicitation Vendor Posting Offer Training, contains training information on creating a message and attaching documents in PIEE Solicitation. The Offerors submission through PIEE Solicitation must be made no later than (NLT) the closing date and time specified in the solicitation. You will need the following information:

All Technical Questions or clarifications are due no later than (NLT) 28 August 2023, 2:00 p.m. CDT. The Government will answer questions received by the 28 August 2023 due date by a Solicitation Amendment. Questions received after this date may not be answered.

The Government will answer questions received by the 28 August 2023 suspense date by the issuance of a Solicitation Amendment.
