Solicitation N0042123T0016 is issued as a synopsis/solicitation. The Government intends to purchase on a firm fixed-price basis and to solicit the proposed purchase order as a Sole Source to NlAR - Wichita State University under the authority of FAR Part 12, FAR Part 13. The testing must be performed in accordance with ASTM D5656. This testing has proven to be difficult to perform accurately and consistently. Successful performance cannot be determined until after the testing has been completed and the data returned for analysis, or the test setup and data collection is witnessed in person. NIAR was directly involved in the development of ASTM D5656 and have already proven to follow the standard exactly as written, NIAR is currently part of the ASTM committee and continually reviews D5656, and will therefore remain the most qualified test house to perform the test.

The Government intends to award this on a sole source basis. This notice of intent is not a request for competitive quotes. Responses to this solicitation must be received no later than 5:00 pm est. on 14 August 2023. A determination by the Government not to compete this proposed contract based upon the responses to this notice is solely within the discretion of the government. Information received will normally be considered for the purpose of determining whether to conduct a competitive procurement. The Government will not pay for any information received.
