NOTICE OF INTENT TO AWARD-SOLE SOURCE PROCUREMENT

The Government intends to pursue a Sole Source Award to Progressive Recovery Inc., for a Services contract to Upgrade Batch Software on Thermal Tissue Autoclave and Effluent Decontamination System (EDS) at the National Bio and Agro-Defense Facility (NBAF). This service includes Progressive Recovery Inc. proprietary programs under the authority of FAR 6.302-1, "Only one responsible source and no other supplies or services will satisfy agency requirements".





Summary of Award



The USDA National Bio and Agro-Defense Facility (NBAF), located in Manhattan Kansas is soliciting for a non-personal services contract to upgrade the Batch Software on Thermal Tissue Autoclave and Effluent Decontamination System (EDS). Provide IT support and redundancies to the system.





Specifications



Vendor shall install wired temperature thermocouples in biowells of Thermal Tissue Autoclave and Effluent Decontamination System vessels and make the appropriate modifications to ensure that the information from the thermocouples is integrated seamlessly into the proprietary management system to ensure the effective treatment of waste. The contractor is to upgrade the Batch Software on Thermal Tissue Autoclave (TTA) and Effluent Decontamination System (EDS). Contractor shall support our IT personnel so they can back up software on a USDA hard drive and need to provide redundant hard drives.

The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all proposals received within fifteen days after date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
